What is Policia Judiciária de Portugal?

The Policia Judiciária de Portugal and Unidade Especial de Policia message, "ATENÇÃO! O seu computador pessoal está bloqueado por razões de segurança, pelas seguintes razões", blocks computer screens and demands payment of a 100 Euro fine (using paysafecard or Ukash) in order to unblock the system.

This is a scam. This type of message is called 'ransomware' and is created by cyber criminals to scare unsuspecting PC users from Portugal into paying a bogus fine for alleged law violations (watching pornography involving minors, using or distributing copyrighted music and video files, etc.)

PC users from Portugal should be aware that no authorities, internationally, use screen-blocking messages to collect fines for any law violations. Paying the fine as ordered by this message (screenshot below) is equivalent to sending your money to cyber criminals.

This particular ransomware virus originates from a family called Urausy and targets PC users from Portugal. The fake message is presented in Portuguese and cyber criminals exploit the names of Policia Judiciária de Portugal and Unidade Especial de Policia to make their rogue text appear authentic.

This ransomware virus infects users' computers using malicious websites, infected email messages, and drive-by downloads.

After successful infiltration, it blocks access to the desktop and disables all Windows features, which would otherwise allow termination of the fake message. The Policia Judiciária de Portugal message, which demands payment to unblock your computer, is a scam - do not trust it or pay the fine.

Update 2015/02/05 - Cyber criminals have updated the design of Policia Judiciária de Portugal ransomware virus:

Note that while the Policia Judiciária de Portugal ransomware virus specifically targets PC users from Portugal, users from other countries are also at risk, since cyber criminals responsible for creating ransomware from the Urausy family create localized versions of this scam to target users from other countries.

For example, this ransomware virus, appearing on a PC located in the USA, is translated into English and exploits the names of the FBI Department of Defense and USA Cyber Crime Center. This localization is possible as these security threats are capable of detecting the IP address of the victim's computer.

Você está acusado de visualizaçào/armazenamento eiou distribuição de materiais pornográficos conteúdo proibido (Pornografia infantil/Bestialidade/Estupro, etc.) Você violou a Declaração Universal sobre a luta contra a disseminação de pornografia infantil e acusado de um crime nos termos do artigo 161 do Código Penal da República Portuguesa.
O artigo 161 do Código Penal da República Portuguesa prevê a punção como pena de prisào de 5 a 11 anos.
Além disso, você é suspeito de violar a "Lei sobre Direitos de Autor e dos Direitos Conexos" /carregamento de música, vídeo, software não licenciado), bem como a utilização e/ou distribuição de conteúdo protegido por direitos autorais. Você está é suspeito de violar o artigo 148 do Código Penal da República Portuguesa.
O artigo 148 do Código Penal da República Portuguesa como uma penalidade prevê uma multa de 150 a 550 unidades básicas ou prisào por um período de 3 a 7 anos.
Do seu computador foi feito o acesso não autorizado às informações internas e às informações de importância nacional na Internet.
O acesso nào autorizado pode ser organizado deliberadamente por motivos egoístas ou acesso nào autorizado pode ocorrer sem o seu conhecimento e consentimento, como o seu computador pessoal pode estar infectado com malware. Assim, você é suspeito na investigaçào da violação não intencional do artigo 215 do Código Penal da República Portuguesa (a "Lei de uso descuidado e negligente de computadores/computador pessoal).
O artigo 215 do Código Penal da República Portuguesa prevê uma multa até €100.000 euros e/ou prisão por um período de 5 a 8 anos.
Também na análise de informações armazenadas no seu computador pessoal, foi constatado que a partir do seu computador em uma base regular ocorre envio de spams em massa, quais você organizou deliberadamente por motivos egoístas ou que ocorreu sem o seu conhecimento e consentimento, como o seu computador pessoal pode estar infectado com malware. Estes envios distribuem software malicioso ou materiais pornográficos proibidos. Assim, você é acusado na investigaçào sobre violação nào intencional do artigo 301 do Código Penal da República Portuguesa ("Lei de Combate à propagaçào de spam e malware (vírus)").
O artigo 301 do Código Penal da República Portuguesa prevê como uma pena a multa até €250.000 euros e prisão até 5 anos.
Por favor, note que os seus dados pessoais e sua localização é identificado e contra você pode ser processado dentro de 96 horas da violação dos termos do Código Penal, conforme acima referidas. O arquivo do caso será transferido para o tribunal.
No entanto, de acordo com as alterações ao Código Penal da República Portuguesa em 10 de julho de 2013 e a Declaraçào de Direitos Humanos as suas violações podem ser considerados como impremeditados (se tais violações cometidas por você, pela primeira vez), e você não será processado. Esta condição pode ser satisfeita pelo pagamento de uma multa para o Estado (para apoiar projetos para a proteçào do ciberespaço na Internet).
A penalidade deve ser paga dentro de 48 horas após a violação. Após 48 horas, por um período de 48 horas serào automaticamente coletardos as informações completas sobre você e contra você será intentado açào judicial.
O tamanho da sua multa é de €100 euros. A penalidade você pode pagar com vouchers PaySafeCard ou Ukash.
Quando você pagará a multa e o dinheiro será creditado na conta do estado, o computador será desbloqueado no prazo de 24 horas.
Depois disso, no prazo de 7 dias você será obrigado de eliminar todas as violações associadas com o seu computador pessoal. Se as violações nào vão corrigidos o computador será bloqueado novamente e contra você vai ser intentado um processo (sem possibilidade de pagar a multa).
Por favor, note que você deve digitar os códigos de vouchers válidos quando você paga a multa, e não usar os vouchers após o pagamento. Se você digitar o código errado de vouchers tentar cancelar os vouchers após o pagamento, além das violações referidas acima, você será acusado de fraude (artigo 377 do Código Penal da República Portuguesa, este artigo prevê pena de prisão de 1 a 3 anos) e contra vocé vai ser intentado um processo criminal.

Step 1

Windows XP and Windows 7 users: Start your computer in Safe Mode. Click Start, click Shut Down, click Restart, click OK. During your computer starting process press the F8 key on your keyboard multiple times until you see the Windows Advanced Option menu, then select Safe Mode with Networking from the list.

Windows 8 users: Go to the Windows 8 Start Screen, type Advanced, in the search results select Settings. Click on Advanced Startup options, in the opened "General PC Settings" window select Advanced Startup. Click on the "Restart now" button. Your computer will now restart into "Advanced Startup options menu".

Click on the "Troubleshoot" button, then click on "Advanced options" button. In the advanced option screen click on "Startup settings". Click on the "Restart" button. Your PC will restart into the Startup Settings screen. Press "5" to boot in Safe Mode with Networking.

Step 2

Log in to the account infected with the Policia Judiciária de Portugal virus. Start your Internet browser and download a legitimate anti-spyware program. Update the anti-spyware software and start a full system scan. Remove all entries detected.


If you cannot start your computer in Safe Mode with Networking, try performing a System Restore.

1. During your computer starting process, press the F8 key on your keyboard multiple times until the Windows Advanced Options menu appears, and then select Safe Mode with Command Prompt from the list and press ENTER.

2. When Command Prompt Mode loads, enter the following line: cd restore and press ENTER.

3. Next, type this line: rstrui.exe and press ENTER.

4. In the opened window click "Next".

5. Select one of the available Restore Points and click "Next" (this will restore your computer system to an earlier time and date, prior to the ransomware virus infiltrating your PC).

6. In the opened window click "Yes".

7. After restoring your computer to a previous date, download and scan your PC with recommended malware removal software to eliminate any remnants of the Policia Judiciária de Portugal ransomware virus.

If you cannot start your computer in Safe Mode with Networking (or with Command Prompt),boot your computer using a rescue disk. Some variants of ransomware disable Safe Mode making its removal complicated. For this step, you require access to another computer.
