These websites deliver browser notifications (ads) endorsing deceptive/malicious content. Note that any legitimate products or services encountered through these advertisements – are most likely promoted by scammers abusing their affiliate programs with the goal of fraudulently obtaining commissions.

How did arashpar[.]xyz gain permission to deliver spam notifications?

Websites cannot deliver browser notifications without user permission. Therefore, you have likely entered the arashpar[.]xyz page and pressed "Allow", "Allow Notifications", or a similar option presented on it.
