"Office Central de Lutte Contre la Criminalite" scam - how to unlock your computer?

Office Central de Lutte Contre la Criminalite is a ransomware infection from a family called Urausy. It's a scam created by Cyber criminals to trick PC users into paying a non existent fine of 100 euro and is targeted at computer users from France.
