What kind of malware is MODBEACON RAT?
MODBEACON is a Remote Access Trojan (RAT) that lets a remote operator secretly access an infected Windows computer, run commands, and load extra plugins while staying hidden in memory.
According to research published by Qianxin Threat Intelligence Center, MODBEACON is used in a campaign the researchers call "Operation Phnom Penh", run by a hybrid threat actor tracked as Silver Fox, also referred to as "Ghost Distributor".
This group combines large-scale software counterfeiting with more targeted operations, including campaigns against Cambodia's online gambling sector that use Khmer-language lures.

MODBEACON is written in Rust and runs entirely in memory on 64-bit Windows systems, which makes it harder for antivirus tools to spot on disk. Once active, it talks to its Command and Control server using gRPC carried over HTTP/2, and the whole channel is wrapped in TLS encryption, similar to normal secure web traffic.
Before taking orders, MODBEACON fingerprints the host, building a profile of the machine it landed on, and authenticates itself to the C2 server with a long agent token. This lets the operator confirm exactly which victim they are talking to and send instructions meant for that specific device.
Plugin-based design and remote commands
MODBEACON does not include every capability from the start. It uses a plugin-based architecture instead, and its operators can push additional native modules into memory, load them, and unload them once finished.
This keeps the core trojan small while still letting an attacker add new functions on demand, such as further reconnaissance, file access, or additional payloads. The malware also sends regular heartbeat and status reports, letting the C2 server know the infected machine is online and ready for new commands.
Persistence and defense evasion
To survive a reboot, MODBEACON sets up a WMI event subscription that creates a hidden timer object, alongside scheduled tasks and a Windows service, so at least one mechanism restarts the malware if another gets removed.
It also creates a global mutex so only one copy of itself runs at a time. On the network side, MODBEACON disguises its C2 traffic using a transport layer modeled on anti-censorship proxy tools, making the malicious HTTP/2 and gRPC traffic look similar to legitimate encrypted traffic and helping it slip past network-based detection.

The counterfeit pages observed impersonate a wide range of everyday tools, including the Sogou Input Method, VPN apps sold under names such as "闪连VPN" and "快喵VPN", the Letstalk messaging app, the MuMu Android emulator, the 爱思助手 (i4Tools) iOS management utility, and even the Sandboxie sandboxing tool mislabeled as a translation program. Each installer delivers MODBEACON instead of, or alongside, the advertised software.
The same actor has separately run campaigns against Cambodia's online gambling sector using Khmer-language phishing lures, showing the group tailors its approach to different victim groups. More broadly, threats like MODBEACON also reach victims through infected email attachments, malicious ads, and other untrustworthy download channels.
How to avoid installation of malware?
Always download software directly from the official vendor's website rather than trusting search engine results, since SEO-poisoned pages can rank above the real download page and look nearly identical to it. Be cautious with unexpected email attachments and links, and double check a site's domain name before downloading anything.
