What is Latvijas Valsts Policija?

The Latvijas Valsts Policija message blocks computer screens demanding payment of a 50 LVL or 100 Euro fine. This is a scam, a ransomware infection, which attempts to trick unsuspecting PC users (predominantly from Latvia) into paying a bogus fine for supposed law violations.

Neither Latvijas Valsts Policija nor any other international authority or organization use such messages to collect fines for any law violations. Notice that paying this fine using Ukash or PaySafeCard services is equivalent to sending your money to cyber criminals.

This message has no connection with genuine authorities and is a direct consequence of Trojan infections. This particular ransomware originates from a family called Reveton and targets PC users predominantly from Latvia.

These screen lockers are localized - computer users from different counties see adapted variants of this message as if delivered by various local authorities. For example, PC users from Canada see this message in English as if sent by the Royal Canadian Mounted Police.

The Latvijas Valsts Policija message locks computer screens and is a scam which should not be trusted. This message exploits the name and graphics of Latvia's police, 'EC3 Europol' and 'Informacijas Centrs'. Ransomware from the Reveton family often infiltrates users' computers using 'exploit kits' capable of exploiting any detected security vulnerabilities.

Kriminālprocesa kodeksa 128. pants paredz sodu no 200 līdz 500 minimālu algu vai brīvības atoemšanu no 2 līdz 8 gadiem.
Jūs skatījāt vai izplatāt aizliegta pornogrāfiska satura (Bērnu pornogrāfija/zoofīlija u t.t.) informāciju, tādējādi pārkāpjot Latvijas Kriminālprocesa kodeksa 202. pantu. Kriminālprocesa kodeksa 202. pants paredz brīvības atņemšanu no 4 līdz 12 gadiem. Nelikumīga piekluve datora datiem ir uzsākta no Jūsu datora, vai Jūs.
Kriminālprocesa kodeksa 208. pants paredz sodu līdz LV1 100.000 un/vai brīvības atņernšanu no 4 līdz 9 gadiem.
Nelegālā piekluve ir uzsākta no Jūsu datora bez Jūsu ziņas vai piekrišanas, Jūsu dators var būt inficēts ar Ļaunprātīgu programmatūru, tādējādi Jūs pārkāpjat likumu par nevīžīgu personāla datora izmantošanu.
Kriminālprocesa kodeksa 210. pants paredz naudas sodu no LVL 2.000 līdz LV1 8.000.

Step 1

Start your computer in Safe Mode. Click Start, click Shut Down, click Restart, click OK. During your computer starting process press the F8 key on your keyboard multiple times until you see the Windows Advanced Option menu, then select Safe Mode with Networking from the list.

Step 2

Log in to the account infected with Latvijas Valsts Policija virus. Start your Internet browser and download a legitimate anti-spyware program. Update the anti-spyware software and start a full system scan. Remove all entries detected.

1. During your computer starting process, press the F8 key on your keyboard multiple times until the Windows Advanced Options menu appears, and then select Safe Mode with Command Prompt from the list and press ENTER.

2. When Command Prompt Mode loads, enter the following line: cd restore and press ENTER.

3. Next, type this line: rstrui.exe and press ENTER.

4. In the opened window click "Next".

5. Select one of the available Restore Points and click "Next" (this will restore your computer system to an earlier time and date, prior to the ransomware infiltrating your PC).

6. In the opened window click "Yes".

7. After restoring your computer to a previous date, download and scan your PC with recommended malware removal software to eliminate any remnants of Latvijas Valsts Policija virus.
