What is Poliisihallituksen?

The following message is a scam: Poliisihallituksen, Keskusrikospoliisi, Poliisin Tekniikkakeskus, "HUOMIO! Titokonesi on lukittu turvallisuuden vuoksi allamainittujen syiden takia". This message is not related to any legitimate authorities from Finland, it is a ransomware virus created by cyber criminals.

The main purpose of this deceptive screen-blocking message is to extort money from unsuspecting Finnish PC users. Cyber criminals responsible for creating this scam make false accusations of law infringements (watching pornography involving minors, using pirated copies of music and video files, etc.) in order to scare PC users into paying a bogus fine.

The message demands payment of 100 Euros using PaySafeCard in order to unblock the computer. Note that paying this fine is equivalent to sending your money to cyber criminals.

To create a sense of urgency, this fake message employs a countdown timer of 48 hours. The text states that if the fine is not paid, a criminal case will be opened. In fact, no legitimate authorities, internationally (including Poliisihallituksen), use screen-blocking messages to collect fines for any law violations.

The Poliisihallituksen ransomware virus originates from a family called Urausy and targets PC users from Finland. The fake message is translated into Finnish and exploits the names of Finnish authorities (Poliisihallituksen, Keskusrikospoliisi Poliisin, Tekniikkakeskus).

Computer users who observe such a message on their screen, should not trust it. The correct way to deal with this message is to eliminate it from your computer.

Update 2015/02/05 - Cyber criminals have updated the design of Poliisihallituksen ransomware virus:

The Poliisihallituksen ransomware virus (Urausy family) is distributed using malicious websites, infected email messages, and drive-by downloads. Note that Cyber criminals create localized variants of their fake screen-blocking messages in order to target PC users from different countries.

This is possible since ransomware viruses are capable of detecting the IP addresses of computers targeted for infiltration. The IP address provides cyber criminals with the required information to present their victims with messages that appear as if sent by local authorities.

For example, PC users from the USA observe this message as if sent by the FBI Department of Defense, and computer users from Canada as if sent by Ministry of Public Safety Canada.

Be aware that no legitimate authorities use this type of message. If you see this message on your screen, your PC is infected with a ransomware virus - use this removal guide to eliminate it from your computer.

HUOMIO! Titokonesi on lukittu turvallisuuden vuoksi allamainittujen syiden takia. Sinut syytetään kielletyn pornograafisen aineiston (Lapsiporno/Zoofilia/Raiskaus jne.) katselusta/säilytyksestä ja/tai levityksestä. Sinä olet rikkoneet lapsipornografian levitystä vastaisen yleismaailmallisen julistuksen ja sinut syytetään Suomen tasavallan rikoslain lakipykälän 161 edellyttämään rikokseen.
Suomen tasavallan rikoslain lakipykälä 161 edellyttää rangaistuksena vapausrangaistusta 2-8 vuotta.
Sen lisäksi sinua epäillään Tekijänoikeuslakia rikoksesta (piraattimusiikin, -videon, luvattoman ohjelmiston tallentaminen) ja tekijänoikeuden suojassa olevan kontentin käytöstä ja/tai levityksestä. Sillä lailla sinua epäillään Suomen tasavallan lakipykälän 148 rikoksesta.
Suomen tasavallan lakipykala 148 edellyttää 150-550 perusarvoa suuruista sakkoa tai vapausrangaistusta 3-7 vuotta.
Tietokoneesi avulla suoritettiin luvaton pääsy suljettuihin tietoihin ja valtakunnallisesti merkittäviin tietoihin tietoverko Internrtissä.

Kiinnitämme huomiotasi siihen että tällä hetkellä sinun henkilöllisyytesi ja paikkasi selvitetään, 96 tunnin aikana sinua vastaan nostetaan rikosasia koskien edellä mainittuja rikoslain pykäliä. Rikosasian aineisto luovutetaan oikeuteen.
Mutta Suomen tasavallan rikoslain korjauksien (i o. heinäkuuta 2013) ja Ihmisoikeuksien julistuksen mukaan rikkomisesi voidaan pitää tahattomina (jos nämä rikkomiset on tehty ensimmäisen kerran) ja sinut ei saateta rikosvastuuseen. Tämä ehto on mandollista toteuttaa jos sinä maksat sakon valtion kassaan (Internet-verkon kyberavaruuden sujausta koskevien hankkeiden kannatusta varten).

Poliisihallituksen virus removal:

Step 1

Windows XP and Windows 7 users: Start your computer in Safe Mode. Click Start, click Shut Down, click Restart, click OK. During your computer starting process press the F8 key on your keyboard multiple times until you see the Windows Advanced Option menu, then select Safe Mode with Networking from the list.

Windows 8 users: Go to the Windows 8 Start Screen, type Advanced, in the search results select Settings. Click on Advanced Startup options, in the opened "General PC Settings" window select Advanced Startup. Click on the "Restart now" button. Your computer will now restart into "Advanced Startup options menu".

Click on the "Troubleshoot" button, then click on "Advanced options" button. In the advanced option screen click on "Startup settings". Click on the "Restart" button. Your PC will restart into the Startup Settings screen. Press "5" to boot in Safe Mode with Networking.

Step 2

Log in to the account infected with this ransomware virus. Start your Internet browser and download a legitimate anti-spyware program. Update the anti-spyware software and start a full system scan. Remove all entries detected.

If you cannot start your computer in Safe Mode with Networking, try performing a System Restore.

1. During your computer starting process, press the F8 key on your keyboard multiple times until the Windows Advanced Options menu appears, and then select Safe Mode with Command Prompt from the list and press ENTER.

2. When Command Prompt Mode loads, enter the following line: cd restore and press ENTER.

3. Next, type this line: rstrui.exe and press ENTER.

4. In the opened window click "Next".

5. Select one of the available Restore Points and click "Next" (this will restore your computer system to an earlier time and date, prior to the Poliisihallituksen ransomware virus infiltrating your PC).

6. In the opened window click "Yes".

7. After restoring your computer to a previous date, download and scan your PC with recommended malware removal software to eliminate any remnants of this ransomware virus.

If you cannot start your computer in Safe Mode with Networking (or with Command Prompt), boot your computer using a rescue disk. Some variants of ransomware disable Safe Mode making its removal complicated. For this step, you require access to another computer.

After removing this ransomware virus from your PC, restart your computer and scan it with legitimate antispyware software to remove any possible remnants of this security infection.
