What is ČESKÁ REPUBLIKA POLICIE?

The ČESKÁ REPUBLIKA POLICIE message blocks users' computer screens demanding payment of a 3000 CZK fine for supposed law violations relating to copyright, spam, etc.  

This is a ransomware scam, a type of infection developed by cyber criminals who operate by exploiting local authority names and displaying fake messages in order to extort bogus fines from computer users.

This ransomware predominantly targets computer users from the Czech Republic, however, note that there are several different families relating to this type of infection. The Czech Republic is targeted by the Reveton and Urausy ransomware families.

Neither ČESKÁ REPUBLIKA POLICIE nor any other international authorities use screen lockers to collect fines for any law infringements. If you see such a message on your computer screen, your PC is infected with a ransomware virus. If you pay the 3000 CZK fine, you will send your money to cyber criminals.

Note also that Ransomware infections from the Urasy and Reveton families are localized. For example, PC users from the USA, with machines infected with ransomware from these families, receive messages as if sent by the FBI or ICE.  

A variant of this ransomware virus, "Ceske Republik POLICE", forces users into paying 100 Euros using Ukash or PaySafeCard:

A variant of this ransomware virus, Policie České Republiky "Počítač je uzamčen poskytovatele služeb Internetu", originates from a family called Revoyem (DirtyDecrypt). Notice that at time of writing, no known tools are available to decrypt files encrypted by this ransomware virus.

The ČESKÁ REPUBLIKA POLICIE Ukash Virus and other ransomware infections are particularly dangerous, since after infiltrating users' systems, they block access to all operating system features. Start your computer in Safe Mode. Click Start, click Shut Down, click Restart, click OK. During your computer starting process press the F8 key on your keyboard multiple times until you see the Windows Advanced Option menu, then select Safe Mode with Networking from the list.

Step 2

Log in to the account infected with ČESKÁ REPUBLIKA POLICIE Ukash Virus. Start your Internet browser and download a legitimate anti-spyware program. Update the anti-spyware software and start a full system scan. Remove all entries detected.

If you cannot start your computer in Safe Mode with Networking, try performing a System Restore.

1. During your computer starting process, press the F8 key on your keyboard multiple times until the Windows Advanced Options menu appears, and then select Safe Mode with Command Prompt from the list and press ENTER.

2. When Command Prompt Mode loads, enter the following line: cd restore and press ENTER.

3. Next, type this line: rstrui.exe and press ENTER.

4. In the opened window click "Next".

5. Select one of the available restore points and click "Next" (this will restore your computer system to an earlier time and date, prior to the ransomware infiltrating your PC).

6. In the opened window click "Yes".

7. After restoring your computer to a previous date, download and scan your PC with recommended malware removal software to eliminate any remnants of ČESKÁ REPUBLIKA POLICIE Ukash Virus.

If you cannot start your computer in Safe Mode with Networking (or with Command Prompt), boot your computer using a rescue disk. Some variants of ransomware disable Safe Mode, making removal more complicated. For this step, you require access to another computer.
